Instagram users surely know that they can secure their account with 2FA. In other words: In addition to the username and password, another factor is necessary, the so-called one-time password (OTP). These codes could possibly also be sent by the service provider via WhatsApp if the user decides to do so – but the whole thing is optional.
When you log in to Instagram for the first time, you would receive the required code as a WhatsApp message. The fact that the function was discovered in an early version of the Instagram client does not mean that it will appear soon – or at all. Companies try things out all the time – and many never end up with customers.
