Innovative Infrastructure Financing Methods Discussed at Jakarta Event

“The tender was held after the land was 80% free. With the HAM scheme, Ridha said India was successful in building 90 thousand toll roads in 10 years. The scheme stipulates that 40% of construction costs will be borne by the government, while the remaining 60% will be borne by BUJT. Ridha said that project cost overruns or cost overruns were also charged to BUJT.

“The cost overrun is by BUJT. And of course the government must determine quality and timeliness,” he explained.

Interviewed separately, the Director General (Dirjen) of Infrastructure and Housing Financing Herry Trisaputra Zuna welcomed the idea. In the near future, he hopes that Indonesia can also follow India’s human rights scheme.

“In fact, if possible, it would be 100 percent (land acquisition) before the auction,” said Herry.

The reason is that until now, Herry said that land acquisition for toll road projects in Indonesia is still carried out using a conventional scheme, namely location determination (penlok) is carried out after the auction process. However, if the auction scheme after 100% land acquisition is actually implemented, he said the development process will certainly take longer.

Therefore, he considered that a combination of human rights and conventional methods could be a solution to this.

“If we have to wait for that (land to be acquired), then no project will be built, well that’s the policy. So we combine it, still auction, today the auction is held after the settlement, so that the land acquisition is in place, we are certain that we will execute this,” he added. Harry.

Alternatively, he sees that land acquisition could be carried out three years before the project starts being auctioned so that the project can run optimally.

“In the future, we hope that land acquisition will be carried out N-3, so it was done 3 years ago so it will roll like that,” he said.
