Prime Minister of Ukraine Denys Shmyhal urged the leaders of local authorities to postpone expenses that are not aimed at bringing victory closer and solving critical issues.

He stated this during a government meeting on Friday, July 21.

“Ask yourself the question – how does the decision you make bring our victory closer or solve a critical issue? If the answer is no, then postpone it until the post-war period. Or look for other sources for implementation,” Shmyhal said.

He recalled that the government has repeatedly stated the need to attract extrabudgetary partnership funding.

The prime minister announced five main priorities for spending budget funds. They included the defense sector, social programs, funding for medicine and education, critical infrastructure and recovery.

“I appeal to the leaders of local and central authorities. I ask you to postpone all expenses that are not in time today. This is a matter of common sense and understanding of priorities,” he said.

Shmyhal stressed that defense and security is an absolute priority for public spending.

According to him, the government allocated UAH 672 billion for defense needs in the first six months of 2023.

“During this time, absolutely all taxes of citizens and businesses amounted to UAH 600 billion. That is, every hryvnia and every penny that the citizens of Ukraine pay to the budget, we immediately direct to military salaries, equipment, weapons, drones, ammunition and other support for our army. Defense and security has been, is and will be the absolute priority of public spending,” he said.

“Today, the entire civilized world supports us, this gives us the opportunity to implement reforms and projects without budget funding. After all, I repeat once again, now the priorities are: security and defense, the social sphere, critical infrastructure and restoration,” the prime minister emphasized.

Reminder:

President Volodymyr Zelensky proposed to Prime Minister Denys Shmyhal fire Alexander Tkachenko from the post of Minister of Culture and Information Policy and appoint another person to this position.

Before that, Tkachenko, despite the calls of the public, called it appropriate to spend more than 500 million hryvnia from the state budget during the war to complete the construction of the National Museum of the Holodomor-Genocide of the Ukrainian people.

This outraged the society, as well as the idea of ​​changing the coat of arms of the USSR to the coat of arms of Ukraine on the shield of the Motherland during the war. Many urged the authorities to invest only in victory and vital areas, the restoration of damaged infrastructure, medicine and education – but not in museums, monuments, footbridges and laying of paving stones, which can be dispensed with while the war is on.

However, the Ministry of Culture also planned a revival of the production of serials for reasons of “information and cultural security” of Ukraine.
