The Cabinet of Ministers approved a bill to amend the Budget Code, which, among other things, provides for the distribution of taxes on military income in appropriate areas.

In particular, amendments to the Budget Code of Ukraine, which were developed by the Cabinet of Ministers, propose to credit to a special state budget fund revenues from taxation of income received by military personnel, police officers and private and commanding personnel paid in the relevant territory of Ukraine.
This applies to cash support, remuneration and other payments.
It is planned to direct these revenues to the following items:
50% – Administration of the State Service for Special Communications and Information Protection of Ukraine to carry out activities for the purchase of special equipment and equipment; 50% – to the Ministry of Strategic Industries of Ukraine for the implementation of state target programs for the reform and development of the military-industrial complex, the development, development and implementation of new technologies, increasing existing production capacities for the manufacture of defense products.
The forecast volume of such revenues from October 1, 2023 to the end of the year is UAH 25.8 billion. In 2024 – 93.7 billion hryvnia.
If adopted, this rule will be in force from October 1, 2023 to December 31, 2024.
Also, the Cabinet of Ministers decided to allocate, during the period of martial law, the remaining free funds of local budgets and the remaining funds of the special fund of local budgets, which were formed at the end of the budget period, to support the defense capability of the state. Such funds will be distributed by decisions of the relevant local councils.

Military personnel are paid cash benefits (analogous to wages) and monthly allowances established for the period of martial law (30 thousand UAH, 50 thousand UAH or 100 thousand UAH).
In August, the government changed the procedure for payment and the amount of additional remuneration for military personnel: they were given back additional payments of 30 thousand UAH, and provided payments for wounded soldiers, as well as instructors, cadets and conscripts. For the payment of additional remuneration, the changes will apply from June 1, 2023.
