Injustice in Pension Benefits: Civil Servants Receive Higher Pensions than General Retirees

While civil servants can look forward to high pensions in old age, pensioners are only fobbed off with meager retirement benefits. Peter Knöppel, lawyer and pension consultant, calls this a “blatant injustice”. He runs the YouTube channel “rentenbescheid24.de”.

While pensioners receive an average of 3,240 euros, pensioners only receive an average retirement pension of around 1,125 euros, as Knöppel explains using figures from the Federal Statistical Office and the German Pension Insurance. “I am shocked. I think this is a scandal of the highest order,” the lawyer comments on the figures.

1.4 million pensioners cost the state over 53 billion

According to the Federal Statistical Office, there are 1,394,000 pensioners. This includes federal pensioners, soldiers, state and local pensioners, as Knöppel explains. And how much do pensioners cost the German state? In 2022 it came to 53.4 billion euros. In addition, survivors’ benefits amount to 8.4 billion euros, which corresponds to around 1.6% of the gross domestic product (GDP).

In contrast, there are around 20 million pensioners who receive an average retirement pension of 1,125 euros. “Ladies and gentlemen, that is actually only a third of what federal and state pensioners get,” summarizes Knöppel in his video.

Knöppel: “Imbalance and unequal treatment”

It is an “imbalance and unequal treatment”. And Knöppel continues: “Those with statutory pension insurance pay contributions into the pension fund in the expectation that they will get a halfway decent pension later on. And if you look at the average pension payments here, you could actually just cry.”

Pensioners or civil servants, on the other hand, “would not pay any of their salary into anything, but would have their pensions paid from current tax revenue”.

His message to pensioners who might gasp at the presentation: “I’m pleased that you get such high pensions, but it wouldn’t be bad if those with statutory health insurance also received such high pensions.”

By the way, the background for the high pensions: “Income in the public sector has been significantly higher over the decades than in the private sector,” as Knöppel explains.
