His injuries prevented him from having a normal life

A Plovdiv citizen filed a lawsuit against the ministries of health and labor and social policy for the record sum of 25 million euros. He claims that on the second day of his birth in 1969 in the AG department of the then VMI, now St. George UMBAL, a blow or drop caused a hemorrhage in the brain, a cyst in the area of
occiput and spinal fracture. 10 years later, when he was already placed in a children’s home, he dropped and got dirty and was taken out into the snow and washed with cold water. He also became seriously ill during the subsequent treatment in the dormitory of the social institution while trying to contact by telephone
his parents, was pushed to the floor by one of the older residents and suffered another spinal injury in the fall. That is why he insists on receiving 3 million euros in compensation for his injuries and 22 million – for the impossibility of being a full-fledged person and leading a normal life, independent of anyone and anything, and realizing himself in a profitable profession.

The trial began in 2021 and in May 2023 the District Court in Plovdiv rejected the claim on the grounds that the experts could not determine when or how the injuries occurred. He appealed and the appellate magistrates ruled otherwise. They find that the claims should be directed to other institutions, because the legal successor of the former AG department is the hospital, not the Ministry of Health. And the children’s homes were registered after their closure to the respective municipalities. Thus, the case was returned to the first instance, which must give instructions to the person to specify his claim.
