INFO JDD. New district, transport, hospital … The Val-d’Oise plan to relaunch

8:00 a.m., December 20, 2020

The Prime Minister will present his “plan for Val-d’Oise” in early 2021. As for neighboring Seine-Saint-Denis – for which a 23-measure plan was announced in October 2019 by Edouard Philippe -, Jean Castex identified this department in the north-west of Paris as one of the “places where there are the most difficulties” in France. At the end of November, he announced his intention to “increase the means of the State”. “Since then, the prefect of Val-d’Oise has submitted to the Prime Minister a report containing around sixty proposals,” said Matignon. The future plan will include several components: economic development, transport, regional planning, strengthening of utilities, etc. “

For her part, the president of the departmental council, Marie-Christine Cavecchi (LR) – who claims to be at the origin of the 60 proposals – is delighted that “the government is finally looking at the cradle of Val-d’Oise”. Because, she says, the 95 has been “completely forgotten for decades”. The elected Franconville has “good hope to be heard”, convinced that “the State has come to realize that it has abandoned the youngest department of France – out of 1.25 million inhabitants, a quarter is less than 30 years old – and in which is located one of the largest airports in the world “, Roissy-Charles-de-Gaulle. On November 30, she sent an eleven-page letter to the prefect of Val-d’Oise, in the form of a notebook of complaints, with a series of very concrete requests. She reveals them to the JDD.

To replace EuropaCity

For Marie-Christine Cavecchi, it is about making up for the “bad blow” dealt to her department by the President of the Republic in November 2019 with “the sudden end of the EuropaCity project”, in the Triangle de Gonesse. Many local elected officials were then alarmed at the abandonment of the mega complex of shops and leisure, with its 3 billion euros of private investment and its 10,000 jobs announced. In place of EuropaCity, the president of 95 is calling for “a real project of metropolitan scope”. Around Gonesse station (110 hectares), she pleads for a new district welcoming “a national press conservatory, a conservation center for the BNF and a media city”, as well as an annex of the Philharmonie de Paris for young audiences, a new Creps (center for resources, expertise and sports performance) and an international school complex coupled with a school of gastronomy and hotels. For the southern part of the Triangle (170 hectares), it hopes for an agrifood industry cluster “around short circuits”.

The Val-d’Oise is under-staffed. Our only motorway, the A15, doesn’t even go to the ring road

Another strong claim: transport. “The Val-d’Oise is under-staffed. Our only motorway, the A15, does not even go to the ring road. Out of 68 new stations of the future Grand Paris Express, we will only have one, in Gonesse . ” She therefore asks for “a line 17 bis, from Mesnil-Amelot to Villiers-le-Bel”. But also the improvement of the RER D, the extension of the T11, T13 and T5 trams, a “secure cycle network” on the airport platform, as well as “studies aimed at reducing the saturation of the road network around Roissy (A1, A3 and Ile-de-France) “… Among the major projects claimed: a requalification of the activity zones along the A1, a national center for street arts and public spaces (Cnarep), or the creation of a leisure centre.

The most pressing expectations concern the social, in a department plagued by unemployment and poverty. Marie-Christine Cavecchi asks for “state support [supérieur à 50%] on the RSA “, the” total financial support “of the many unaccompanied foreign minors, the doubling or the tripling of the means of the structures of insertion of the 16-25 years. Similarly, the 95 being one of the worst medical deserts from France, the president is calling for the creation of a CHU in Val-d’Oise and the creation of 30 child psychiatry beds.

Finally, the 95 hopes the assignment of 200 police officers and 60 additional gendarmes, the creation of 10 posts of magistrates and 25 clerks. Without forgetting the 25% increase in the number of teachers, the creation of several educational estates, one nurse per college and one doctor for three colleges, resources for the prevention of school dropout and extracurricular activities, etc. The list is long. Marie-Christine Cavecchi has requested a meeting with Jean Castex. She waits for a sign from Matignon.
