If implemented, a protagonist could be sent off with a red card by collecting two blues or a combination of yellow and blue in the same match. IFAB leaders proposed this change in the rules due to concerns expressed about the conduct of players, whom they describe as a potential threat to the future of football. The regulation was expected to be effective outside of elite competitions to evaluate its effectiveness; It could be applied in high-level competitions such as the FA Cup and the Women’s League Cup in England in the near future.
