Ms. Christine Herzog questions the Minister for Ecological Transition and Territorial Cohesion on the inequalities between rural and urban territories in the treatment of water leaks. The linear loss index (ILP) measures the volume of water leaks per km of pipeline, the average index as of January 1, 2020 is 2.7m3/km/d (source: eaufrance indicator P.106.3) . These leaks are mainly due to the deterioration of the water networks and threaten the supply of drinking water to users. The action plan for resilient and concerted water management, presented on March 30, 2023, aims to reduce leaks. However, rural areas find themselves at a disadvantage when it comes to managing these leaks, because they have less of a contribution to pay for network renewal investments. This is due to a lower number of users. In addition, the variable of the number of users related to the linear network excluding connections, also called linear subscriber density, is less important than that of urban areas. She asks him what measures are planned to remedy these inequalities between territories and whether the Government intends to introduce linear subscriber density as a calculation criterion in the allocation of subsidies for the renovation of water networks.
