The National Electoral Institute (INE) presented to the representatives of the political parties the protection scheme that the security cabinet will provide to the candidates for the nine governorships, the Chamber of Deputies and the Senate.
A document of which EL UNIVERSAL has a copy, and which was prepared by the Secretariat of Public Security and Citizen Protection (SSPC), describes that there will be three criteria (high, medium and low) for the security assignment for candidates and it will be considered a risk analysis prepared by the National Guard, with the incidence of crime in its entities and the personal threats that have been received and/or reported.
“For candidates to the Senate and Chamber of Deputies, security will only be provided to those whose risk analysis results are high and who have previously received and reported threats,” describes the presentation made to the representatives of the political parties.
For candidates who are credited with a high risk level, the Secretariat of National Defense will protect them and they will be assigned four vehicles (three escorts and a main truck), as well as 10 surveillance elements.
For the medium level there will be an escort van, a National Guard patrol, eight elements, and a main vehicle.
For the low risk level, you will only be granted one main vehicle (truck) and two elements from the Ministry of Security and Citizen Protection.
The slides presented describe that currently for the candidates for the nine governorships (Chiapas, Mexico City, Guanajuato, Jalisco, Morelos, Puebla, Tabasco, Veracruz and Yucatán), as well as the Chamber of Deputies and the Senate of the Republic , “there is no real or potential threat against the candidates.”

The national leader of the PAN, Marko Cortés, said that he is concerned about the President’s intervention in the process, but that what puts democracy most at risk are violence and insecurity, and described this protocol as insufficient because it does not cover all moments : nomination of candidates, intimidation of officials before the day and kidnapping of packages, and that after the day the crime threatens the losers so that they do not challenge the result.
“This is not enough. There has to be a risk map, level of risk, there has to be a way to anonymously report what is happening and have the INE take care of it,” said the PAN member.
The representative of Morena, Sergio Gutiérrez Luna, accused the opposition of trying to “politicize” the issue of security and considered that the measures are sufficient.
“The protocol is sufficient. The INE is not a security authority, it is an authority of liaison, of help, of linking the candidates and political parties with the security authorities,” he maintained.
The national leader of the PRD, Jesús Zambrano, said that the INE is acting within its powers, but that it is insufficient and could take more actions.
“The electoral authorities should have made a clear statement in the sense that they are not going to allow criminal groups to get involved in deciding in the elections who can or cannot be a candidate, who can or cannot continue in the campaign, who they remove or not. of a candidacy and then, above all, of putting pressure on society, on voters, women and men, to vote for this or that candidate,” he noted.
The president advisor of the INE, Guadalupe Taddei, subscribed to the call to political parties not to allow the entry of “not correct” resources into electoral campaigns, as well as not to nominate people linked to crime.
“Another thing that the political parties were asked to do was to avoid, to the extent of their possibilities, because they are not investigators nor do they have the capacity to follow up on these investigations, the entry of incorrect resources into the coffers of the parties or that resources not within the prerogatives established by this institute in the electoral campaigns were involved,” he noted.
Regarding the request from political parties to create a risk map, he pointed out that they are not the body responsible for developing these instruments.
“The preparation of risk maps is part of the issue of national security, it is not our responsibility. They draw up their own maps and we discuss this with the party presidents. “I think we are all convinced that what happened today is a highly successful meeting,” he said.
