The resources of prerogatives already deposited cannot be returned to the INE nor be given as a donation to any public institution or directly to the citizens.

He explained that the president of the Morena National Executive Committee, Alfonso Ramírez Cuéllar, sent the INE a letter informing about the agreements of that party leadership body for the return of 50% of the ordinary prerogatives of that political institute corresponding to the year 2020, as well as its intention to return the same percentage of the amounts received between January and April of this year.
A political party, added the INE, can renounce part or all of the public financing that corresponds to it under the terms of the provisions of article 41 of the Constitution, as long as it has not yet received it.
The INE specified that the give up those resources it can be applied exclusively to the monthly ministrations that have not yet been deposited in the corresponding partisan account; that is, it can be applied exclusively with respect to resources not yet delivered to the political party.

For this reason, what corresponds to ordinary financing January-April of this year, he pointed out, cannot be “returned”. The Institute asked the national leader of Morena to specify the “modalities” by which that political party wishes to renounce part of the ordinary public financing that remains to be received from the following May. In this way, it could fulfill the mandate of its national management body and allow the General Council of the Institute to make the corresponding determination.
50% of Morena’s financing for 2020 is equivalent to 785.6 million pesos. The INE clarified that any withholding of resources from political parties must first consider the coverage of sanctions or fines imposed and that have been legally binding.
