INE advisors stop the “supremacy” of Guadalupe Taddei

In a new fracture within the General Council of the INEsix electoral advisors seek that the Supreme Court of Justice of the Nation (SCJN) reverse the expansion of powers that the Congress of the Union gave to the president, Guadalupe Taddei.

Yesterday, by a majority of six votes against five, the General Council of the electoral body instructed the Executive Secretariat to present before the Court a constitutional controversy against the expansion of powers that Congress, in the discussion of the reform of the Judiciarygod to Taddei ya la Executive Secretary.

In the session, the six counselors who promoted the agreement (Dania Ravel, Carla Humphrey, Claudia Zavala, Arturo Castillo, Martín Faz and Jaime Rivera) pointed out that in no way does the controversy affect the judicial reform, but rather that the new powers of the counselor president and the Executive Secretary break the collegiality of the organization and alter its institutional design.

In this context, the INE still does not define the budget it will use for 2025 and the amount it will require for the election of judges, magistrates and ministers in 2025, since since last Saturday the Temporary Budget Commission 2025 only outlined a pool of 27 thousand 270 million pesos, which includes an amount of 4.62 billion to organize popular consultations, but postponed including the precautionary budget for the election of judgesmagistrates and ministers, which will be around 13 billion pesos.

The discussion of the INE Budget was postponed to next week because the president of the organization will meet with legislators from the Chamber of Deputies to talk about budget terms.

In the debate on the controversy, President Councilor Taddei said that the agreement could set a negative precedent against the institute and claimed that it is not the first time that these councilors seek to “invade” issues that have to do with the responsibilities of their Presidency. .

“I called on them to ensure that this did not happen, that we waited, that there was a consultation in the SCJNthat there was an unconstitutionality action presented by parties and it is about to be resolved by the Court, which we expected,” he reproached.

Taddei denied that the new powers given to him by Congress “undermine” the organization’s collegial powers; However, when the majority warned, the president advisor expressed:

“I tell my colleagues at the INE: let’s not worry, times will come that are even worse, which are being provoked by six counselors who expose the INE incorrectly.”

Morena’s representative before the institute and president of the Chamber of Deputies, Sergio Gutiérrez Luna (Morena), said that it draws his attention that a group of advisors “who have blocked the integration of the institute’s bodies” now seek to hinder the reform to the Judiciary.

Above all, he said, when the INE is faced with the greatest challenge of implementing the reform of the Judicial Branch. “We are against and we disapprove of this initiative to try to undermine a decision that the federal legislator has already made and that is valid.”

Counselor Dania Ravel expressed that the changes to articles 45 and 48 of the LGIPE put the General Council in a “incongruent” position with the constitutional text, which recognizes the General Council as the highest management body.

“But now it does not have the power to intervene in the appointment of the heads of the technical areas of the INE,” he asserted.

In an interview, the counselor Claudia Zavala He stated that the controversy only has to do with the powers of the Presidency that were given in the LGIPE and to the Executive Secretariat, and that the process of reform of the Judiciary does not stop at all.

Zavala highlighted that since 1996 the collegiality of the institute became one of the greatest strengths and questioned his colleagues.

“What INE do we want? Return to a single-person INE? This is not about people; In particular, I asked the President and she told me: ‘I do not intend to exercise that function.’ But it is not now the president or the counselor Carla or the counselor Jaime or the counselor Uuc-kib, it is the design that has allowed this institution to give accounts in front of the citizens to work on what is so complex, which is the political-electoral matter”.

In the discussion, the electoral advisor Uuc-kib Espadas assured that it is not up to the INE but to the parties to present a constitutionality action, but he accused that the political institutes They have been hesitant.

In this context, the case of “ironed ballots” —that is, they were not introduced at the polls— in the last federal election in a district of Chiapas.

“I regret that, faced with some of their responsibilities, political parties They have been hesitant. And I give an example that I deeply dislike: since 1988 I have never had news about the internal elections of my former party in constitutional elections. [extinto PRD]but in constitutional elections since 1988 I have never seen ballots ironed in a box,” said the counselor.
