Muju-gun, Jeollabuk-do is focusing its attention on attracting foreign students as part of its policy to increase the living population rather than the settled population in order to overcome the crisis of regional extinction.
To this end, a “Regional Revitalization Seminar to Attract Excellent Foreign Students” was held with Jeonju University at Muju Bandi Sangsang Forest on the 17th and 18th.
This event was held with the purpose of enabling foreign students to get jobs and settle down in the region without returning to their home countries after studying in Korea. 20 people, including public officials from related departments such as Muju County Office’s Population Vitality Department and academic experts including Professor Dae-seong Jeon of Jeonju University, participated in the event. Several people shared their opinions together.
In the theme presentation on the 17th, the first day, Professor Jeon Dae-seong shared “Measures to strengthen university competitiveness by utilizing excellent foreign students” and added, “Muju is a representative tourist destination with excellent resources such as Deogyusan Mountain, Muju Firefly Festival, and Muju Mountain Film Festival, so it is necessary to develop appropriate policies.” emphasized the necessity.
He said that with the increase in foreign visitors to Taekwondowon, there are sufficient conditions for foreign students to work and settle down, so if concerns about this are supported, it will be a great help in revitalizing the region.
In addition, Lee Dong-hoon, head of the Muju County Office’s Population Vitality Department, asked, ‘Is it worth coming tomorrow, or is it worth living today?’ We had time to look at the charm, value, and environment of the Muju region from the perspectives of tourists and residents, respectively.
Manager Lee Dong-hoon said, “We believe that only when the satisfaction of the resident population is high, the satisfaction of tourists will also increase, and Muju-gun’s policy goal is to create an environment that residents can be satisfied with so that they can protect their livelihood.”

During the general discussion that followed, experts in the fields of public administration, built environment, national policy, law, and administrative welfare, including Professor Seo Jae-ho of Pukyong National University, Professor Ji Eun-seok of Chonbuk National University, and Assistant Professor Yoon Gyu-geun of Seoul National University, shared their opinions on “regional revitalization through foreign students.” On the day, we had time to tour local attractions such as Taekwondowon.
Deputy Governor Seo Jae-young said, “In order to confidently overcome the crisis of local extinction that we face, it is necessary to recognize foreign students as human resources that will grow together with the region, rather than as people who stay for a while and leave.”
Meanwhile, Muju-gun plans to focus on finding specific ways to increase the living population in the future as it has sufficient conditions to accommodate not only the Taekwondo Center, but also the soon-to-be-established Taekwondo comprehensive training center, the International Taekwondo Academy and Jeonbuk International Taekwondo High School.
