Indonesia’s Energy Debate: The Push for a Renewable Energy Bill

The energy sub-theme received quite a heated portion of the debate during the Fourth Debate for the 2024 Presidential Election which brought together the three vice presidential candidates. However, one important issue regarding energy, namely regulations related to the development of energy other than fossil energy, has not been touched upon.

DPD RI member Fahira Idris revealed that one of the important issues related to energy development in Indonesia is the preparation of the New Energy and Renewable Energy Bill (RUU) which is currently being discussed in parliament and is targeted for completion in the first quarter of 2024.

However, this bill is still being debated because new energy sources are included in the discussion. This bill should only focus on developing renewable energy.

“Combining new energy and renewable energy regulations in one law which is currently called the New Energy and Renewable Energy Bill or EBET is actually problematic in efforts to develop renewable energy in Indonesia,” said Fahira, in a written statement, Monday (22/1/ 2024).

“Apart from making the development of renewable energy unfocused, the development of new energy, for example coal gasification, has the potential to increase greenhouse gas emissions and the cost of carbon absorption using carbon capture is very expensive,” he continued.

Apart from coal gasification or gasified coal, continued Fahira, other types of new energy such as nuclear, hydrogen, coal bed methane gas, coal liquefaction and other new energy sources are actually not a strategic choice for the future. Indonesia’s environmentally friendly energy independence. Apart from the fact that the technology to develop it has been around for a long time in the world and the energy source is actually not renewable at all.

Not only that, the regulation of new energy is actually regulated in other laws and regulations, starting from the Energy Law, the Oil and Gas Law, the Mineral and Coal Law, the Nuclear Energy Law, the Geothermal Law, and Government Regulations on National Energy Policy.

According to Fahira, this means that this new energy is not the right and strategic choice in Indonesia’s energy transition road map. In fact, the transition from fossil energy to renewable energy is urgent in order to strengthen energy supply guarantees while reducing and ultimately reducing the need for fossil fuels.

Energy transition is also a solution to improve the country’s balance of payments due to dependence on fossil energy and has great potential to open up jobs and employment opportunities, especially in rural areas as locations for developing renewable energy.

“The legal umbrella that we need should be the Renewable Energy Law, not the New Energy and Renewable Energy Law or EBET. Don’t let what we develop in the future be new energy which is not at all a long-term solution to the nation’s energy independence,” concluded Fahira Idris, who is also a DPD RI legislative candidate for the DKI Jakarta electoral district.
