Job seekers compensated by employment center may receive financial assistance from Unédic for the creation or takeover of a business (Arce). This aid is granted to business creators or buyers benefiting from exemption from social contributions (Acre) for the start of activity of job seekers, recipients of social minima, etc.

The business creator can choose either to maintain unemployment compensation (Are – return-to-work assistance allowance) or to receive capital assistance (Arce – recovery and business creation). In both cases, the aid can be combined with the income of the new business.

This aid is calculated on the basis of the unemployment benefit rights still to be paid. Until now, the capital aid is equal to 45% of the remaining rights to unemployment compensation. As of July 1, 2023, the amount of aid will be increased to 65% of unemployment benefit entitlements. The aid is paid in two instalments. A first payment is made as soon as the decision to award the Arce is made. The second payment is made six months later, provided that the activity in the new company is still exercised.

Taking the example of an unemployment benefit of €50 per day for one year, the capital of the rights amounts to €18,250. It gives the right to the payment of aid now equal to €11,862 (compared to €8,212 previously) in two equal installments of €5,931 (compared to €4,106 previously).

The aid is subject to income tax (except in the context of support for the creation or takeover of a business – Nacre), the CSG and the CRDS.

Decree 2023-33 of 2023.
