In some regions of Lower Saxony, the number of infections is increasing. According to the state ordinance, the corona rules can be tightened there. But incidence as the sole yardstick may soon be obsolete.
For a long time, the incidences in Lower Saxony had fallen continuously – most recently, the data from the Robert Koch Institute (RKI) showed a value of less than ten for almost every district and every city. According to the applicable state ordinance, the “Level 0” with far-reaching relaxation of the corona measures. But now the numbers are increasing locally. Are there any restrictions on people again?
If the incidence increases, there is no automatic aggravation
The district of Cloppenburg is one of the municipalities with the highest incidence. On Monday the value was 14, it was the fifth day in a row with a value above ten. Nevertheless, the district wants to refrain from tightening the corona regulations. “We can limit the infections locally,” said district spokesman Frank Beumker to the NDR in Lower Saxony on Monday. Therefore, there will be no new general decree, “Level 0” will remain in place. This procedure is covered by the hardship regulation for local corona outbreaks: If a district or an urban district exceeds a threshold value in the step-by-step plan due to spatially delimited new infections, the next higher level no longer automatically applies.

Specifically, this would mean that again only ten people from up to ten households are allowed to meet at private meetings.
