The Women and Youth Investigation Team of the Incheon Metropolitan Police Agency announced on the 3rd that they are investigating a woman in her 30s who was accused of abandoning an infant under the Child Welfare Act.

At the end of November 2015, Mr. A is accused of abandoning his two-day-old daughter in a baby box at a church in Gunpo, Gyeonggi Province.

In the process of investigating the case of Miss B (8), who was previously included in the sample investigation by the Board of Audit and Inspection, the police called and investigated the mother A, and then switched to the status of a suspect.

Mr. A stated in a police investigation, “It was difficult to continue raising the baby due to financial difficulties.”

At the time of abandoning Miss B, she was a single mother in her 20s and had no clear job. It was found that Mr. A was not a basic livelihood recipient.

However, the police applied the charges of abandoning the infant in consideration of the fact that it was difficult to see that Mr. A was economically difficult enough to abandon the baby in the baby box, and that he left immediately without any procedures such as consultation.

A police official said, “Mr. A did not receive counseling at the time and left immediately without even watching the church officials take out the baby.” “I switched to the status of a suspect.”

Miss B was initially classified as an unreported birth in the investigation by the Ministry of Health and Welfare, but in fact, it was confirmed that the birth was reported by a childcare facility official.

According to the Incheon Metropolitan Police Agency, a total of 8 children, including Miss B, were confirmed until this day, who were born in Incheon and whose births were not reported by their parents.

First of all, four county and district offices, including Ongjin-gun and Seo-gu in Incheon, requested the police to investigate, saying that the whereabouts of seven children born between 2015 and 2020 but whose births had not been reported were not confirmed.

The parents of these children previously claimed in a local government investigation that they had “placed the child in a church baby box in Seoul” or “entrusted the child to a church they knew in Ansan, Gyeonggi Province.”

The baby box is a protective box prepared by the church so that parents who cannot raise their children can leave them behind. Currently, there are only two churches in Seoul and Gunpo, Gyeonggi Province.

The police plan to investigate the whereabouts of the seven children and switch to an investigation when the crime suspect is confirmed to investigate the parents.

In addition, the law will be reviewed to determine whether the act of leaving a child in a baby box constitutes infant abandonment or child abandonment.

Until now, in the case of ‘baby box abandonment’, the court has often sentenced the parents to be guilty.

In 2021, the Incheon District Court sentenced a couple in their 20s who were charged with child abandonment and neglect under the Child Welfare Act to six months in prison and two years of probation.

After reporting the birth in 2015, the couple fled leaving their two-month-old daughter in a church baby box, and at the time, the court sentenced them to be guilty of “abandoning without following due process.”

However, the Seoul Central District Court acquitted a woman in her 20s who was accused of similar charges last year, saying, “I left the (child) after consulting with the person in charge of (Baby Box).”
