An amendment to the August decree being converted into law in the Senate allocates the funds to retrofit
Incentives of up to 3,500 euros to transform the car with a heat engine into a vehicle with 100% electric propulsion. This is the provision of an amendment to the August dl approved in the Budget Committee of the Senate. The August decree, which is worth a budget of 25 billion, still has to be converted into law by the deadline of 13 October, under penalty of forfeiture of the provision. The dl August also established the long-awaited incentives for the purchase of new cars with emissions over 60 g / km of carbon dioxide: just think that the support for the registrations of vehicles with emissions between 91 and 110 g / km of CO2 it was consumed in a week in September, but there is talk of a refinancing in the budget law. On the other hand, the conversion law of August, which contains the approved amendment on the electrical transformation of thermal cars, is currently under discussion at Palazzo Madama; he is expected to arrive in the Chamber on Monday 5 October; after the vote in the Senate (probably of confidence) the law will have to return to the House for the definitive yes. This would be a benefit similar to the one already in force in France since last August 4, which however, beyond the Alps, reaches the figure of 5 thousand euros.

“Thanks to my amendment, we have introduced a new incentive for 2020 to encourage the transformation of cars with internal combustion engines into electric cars. The incentive consists in the recognition of a contribution of 60% of the redevelopment cost, up to a maximum of 3,500 euros ”, explains Daniele Pesco (M5S), president of the Senate Budget Committee. For the retrofit, 40 million have been foreseen, deriving from the 90 million fund for the installation of the recharging columns contained in the dl August.

The norm and the average costs

In Italy, the matter of transforming the car, from thermal to electric, is regulated by the so-called Retrofit decree of the Ministry of Infrastructure and Transport (ministerial decree 219 of 2015). Once the feasibility of the intervention has been ascertained, there are many variables that affect the costs. However, on average for the transformation, without battery, the outlay can be between 5 and 7 thousand euros. A figure to which must be added that for the accumulators, the most expensive part to buy. Here too, on average, it goes from 5 thousand euros for a 10 kWh battery to 10 thousand euros for a 20 kWh battery. That is, the transformation could cost a total of 10 to 17 thousand euros.
