New People deputy Nyurguyuna Zamorshchikova spoke about the “village custom” of killing a dog if it bites a child. She also called on veterinarians to “as much as they like” to recognize stray dogs as aggressive so they can be euthanized.

They made their statements after the Constitutional Court of Yakutia declared euthanasia legal only if the animal is dangerous to humans. Before this, the republic had a law on the killing of stray animals that were not taken from the shelter within 30 days for three months.

Animal rights activists challenged the law in the Constitutional Court. On September 17, the norm was declared invalid. The controversy flared up again when, on October 7, stray dogs killed a schoolgirl in the village of Chulman.

Then a member of the Public Chamber of Yakutia called for the destruction of all stray dogs in the republic, explaining the lack of funding to solve the problem as “wartime.”

“Not a ruble should be given to wild, stray dogs, no matter where they are. Be it in a metropolis, or in Yakutsk, or in Neryungi, or in any village. A complete refusal to care for them. They must be destroyed. These are our laws, the so-called humane ones, when we ourselves know that in wartime there is no time for humanity in various aspects,” Vinokurova said.

A few days later, because of this incident, the head of the administration of the village of Chulman, Stalik Deryagin, was detained on charges of negligence.
