Ukraine approved bill “On Amendments to Certain Legislative Acts on Land Consolidation Issues.” The document stipulates that large landowners should be able to enlarge their plots in a “compulsory” manner.
One of the most important changes that the new bill will bring is the compulsory enlargement (exchange) of plots. It is reported by OBOZREVATEL.
Share exchanges are allowed now. If you have several parcels of land, but they are separated by a parcel that belongs to another person, it is technically more difficult for you to cultivate them. Therefore, you can negotiate with this person, conclude an agreement under which you will work on his site, and he – on some of yours, similar in size and productivity.
Both tenants and land owners have such an opportunity to “change”. But so far, everyone is doing this mainly by mutual agreement. Or the owner can be required to give the land for use if he does not use it for its intended purpose, does not process it.
Now the Cabinet of Ministers has decided to change the rules. According to the bill, if the small landowner does not want to change the rights to use the plot, he can be obliged to do so through the court.
Provided that a large landowner is able to provide a “equivalent” land plot in return, it can be proved that this decision “will significantly increase the efficiency of the use of the plots”, will not lead to “negative consequences” for the opponent and can be considered as due to the “motives of social necessity” …
As reported OBOZREVATEL, Prime Minister Denis Shmygal expects that the opening of the land market will lead to a fivefold increase the cost of land. Ukraine’s GDP in 10 years will receive up to $ 85 billion from the launch of the market.
