In the Council of Ministers, the government sets the electoral census from April 29 to June 3, 2023

Communiqué of the Council of Ministers

  1. The Council of Ministers met this Wednesday, April 05, 2023 under the chairmanship of His Excellency Faure Essozimna GNASSINGBE, President of the Republic.
  2. The council examined four (04) draft decrees.
  3. Under the draft decrees,
  4. The council adopted a draft decree setting the rates, methods of recovery and allocation of fees and charges owed by operators and operators of electronic communications networks and services, suppliers of equipment and terminals and installers of radio equipment.
  5. Our country has embarked on a dynamic of reforms allowing players in the technology and electronic communications sector to develop while contributing to the development of the Togolese economy in accordance with axis 3 of the government roadmap.
  6. It is with this in mind that this draft decree takes into account best practices, while ensuring that a competitive electronic communications sector is maintained to facilitate our country’s strategy of being a digital hub. Its adoption will simplify the fee regime and meet the challenges encountered by the Electronic Communications and Postal Regulatory Authority (ARCEP) in the application of existing texts.
  7. The council then adopted a draft decree on the creation, powers and organization of the Togolese Manganese Company (STM).
  8. The government has set itself the objective of doubling the contribution of the mining sector to GDP by 2025, through the optimal exploitation of mineral resources, starting with critical minerals, in particular manganese.
  9. In this context, this draft decree creates a State company called “Société Togolaise de Manganèse (STM)”, which will ensure the valorization of manganese with a view to developing the value chain of the mining industry to boost the creation of jobs and the country’s economy in accordance with strategic axis 2 of the government roadmap 2020-2025.
  10. The council then adopted a draft decree declaring public utility and authorizing the construction of a photovoltaic solar power plant in Dapaong.
  11. With the aim of reducing our country’s energy dependence, promoting renewable energies and increasing our energy production capacity, the government has initiated several hydroelectric and solar programs included in the 2020-2025 government roadmap.

As part of the strengthening of the energy sovereignty of our country, the government is considering the construction of a solar power plant with a power of 30 MWp on an area of ​​more than 115 hectares. The installation of this plant is part of the regional solar emergency response project (RESPITE).
  13. The adoption of this decree will make it possible to take the necessary measures to ensure the realization of the project and to strengthen universal access to electricity in accordance with axis 1 of the government roadmap which aims for social inclusion and harmony. .
  14. The council finally adopted a final draft decree on the opening and closing of the electoral census period for the next regional and legislative elections.
  15. In accordance with the texts in force, “the date of opening and closing of the period of establishment of the electoral lists is fixed by decree in the Council of Ministers on a proposal from the Independent National Electoral Commission (CENI)”.
  16. In view of the next regional and legislative elections, and following one of the recommendations resulting from the national consultation between political actors (CNAP), it has proved necessary to carry out a new electoral census. It is within this framework that this decree is adopted to open the electoral registration period.
  17. Thus the electoral census will take place during the period from April 29 to June 03, 2023 according to a schedule established by the CENI.
