/ world today news/ The Russian online publication bmpd, citing the Bulgarian aviation magazine “Aero”, operatively reflected the failed tender for RD-33 engines for the Bulgarian MiG-29s, which the Bulgarian Ministry of Defense officially announced on its website on October 4. Now it is coming to announce a direct negotiation procedure.
Only the Bulgarian company “Aviostart”, which acts as the representative of RSK “MiG” for Bulgaria, submitted a bid in the pre-announced auction. The company offers four new engines and six overhauls – but neither new engines are manufactured nor are refurbished ones in stock. They can be delivered after a year in September-October, and Bulgaria needs them now, and immediately.
Aviostart’s commercial offer is worth BGN 42.721 million, while the tender terms are limited to BGN 36 million ($21.17 million). In addition, Aviostart proposed 10 amendments to the draft contract, of which the commission accepted only four.
These circumstances naturally led to the automatic termination of the tender and the transition to the direct negotiation procedure provided by law. Especially since the Ministry of Defense is in a hurry to complete the procedure by the end of the year in order to absorb the funds allocated in the military budget for 2016, but in any case, the deliveries will be next year.
Most likely, the Russians can make some concessions in the status of the engines, pulling out “hidden reserves” for at least 2 or 4 repaired engines (or given temporarily not repaired on lease). For money, it is more complicated, because the economic situation of RSK ” The MiG is not blooming at all, unlike the Sukhoi.
Until then, the Bulgarian Air Force will save the resources of the planes every possible minute of flight, and because of the necessary routine flights to support the training of the pilots, the joint NATO exercises, the training of new young pilots and even the airpolicing takeoffs are in question.
