Users report that the application does not work in Moscow but uses Virtual Private Network (VPN) technologies.
In Russia, the operation of the “WhatsApp” application was also disrupted.
No concern has been observed in other countries.
The director of the Russian Internet Protection Association, Mikhail Klimarev, has admitted that the totalitarian regime in Moscow has begun to block Telegram and WhatsApp.
Users in Russia have also noticed that there are problems in accessing the encyclopedia “Wikipedia”.
Access to telecommunication apps such as Skype, Steam and Discord have also been problematic.
