Under the new rules, a provision prohibiting any type of hunting for mammals and birds listed in the Red Data Book of the Russian Federation and (or) in the Red Data Books of the constituent entities of the Russian Federation is excluded from the Russian legislation.
The hunting of animals from the Red Data Book from August 1 is permitted for the purpose of:
- monitoring them;
- number regulation;
- protection of public health;
- elimination of threats to human life;
- protection from mass diseases of agricultural and other domestic animals;
- ensuring the traditional way of life of the indigenous small-numbered peoples of Russia.
The permit for the extraction of rare animals will be issued by Rosprirodnadzor. The ministry stressed that the ban on economic use, including hunting, on animals listed in the Red Book of the Russian Federation and the Red Data Books of the constituent entities of the Russian Federation, remains.

Among the authors of the bill is MP Vladislav Reznik, who is a member of the presidium of the elite “Club of Mountain Hunters”, the newspaper notes. In 2016, the club asked Alexander Khloponin (at that time the Deputy Prime Minister who was in charge of environmental management), under the guise of scientific research, to issue five permits for the extraction of the Putorana bighorn sheep, listed in the Red Book of the Russian Federation.
In exchange, the club pledged to pay a large sum to the reserve, on the territory of which this will be done, she wrote “Medusa”… The executive director of the club, Alexander Gomonov, explained that allegedly “all of Africa lives on this”: he sells the opportunity to hunt a rare species, and this money is invested in its protection and reproduction. “Why, under strict control, with science, you can’t hit two rams ?!” – Gomonov complained.
