Deputies noted in an explanatory note that the owners of some sites provide detailed instructions on how to reduce utility bills by distorting the meter readings.
Now such sites are blocked by Roskomnadzor only by a court decision. Because of this, it is impossible to ensure the prompt termination of the activities of the resources, deputies complain.
The authors of the bill believe that if advertising of such methods is prohibited, people will use these methods less.
According to the wording of the draft law of the second reading, the advertisement cannot indicate that the advertised object can be used to distort the readings of meters for consumed water, natural gas, thermal energy, and electric energy.
