In Paris, 29% of tourist rentals are illegal, according to a study

“If your accommodation is your main residence, you can rent it for short-term furnished accommodation within the limit of 120 days per year, after submitting a furnished tourist accommodation declaration online.” The mayor of Paris highlights this on its official website. Established since January 1, 2019 in France by Airbnb, this ceiling remains too often exceeded in the capital and in Île-de-France. This is what emerges from a study by the Paris Region Institute (IPR), relayed by The world and 20 minutes. In Paris, 29% of rentals would thus exceed this limit: this figure is 35% in Hauts-de-Seine or 31% in Val-de-Marne.

“If we consider the difficulties that a lessor must face in theory to propose a legal offer of this type in the capital, [puisqu’il doit] in particular, to compensate for the lost living space, or even double (…) in the central districts, everything therefore suggests that a majority of these Parisian seasonal rentals are quite simply an illegal offer ”, explains this institute of urban planning, according to which there were more than 120,000 tourist rentals in Île-de-France, including at least 88,000 in Paris. The vast majority (76% in Paris, 84% in the inner suburbs) are hosted on Airbnb (76% in Paris, 84% in the inner suburbs), which crushes the competition in this sector, like Abritel-HomeAway ( 11.5%) or Booking (7%).

An “asset” for Île-de-France

What to see a negative effect on the housing supply of Ile-de-France residents. “The Ile-de-France region estimates that it is necessary to build 70,000 housing units per year to accommodate the 50,000 new inhabitants and to renew the park, a project which mobilizes a lot of public funds but, at the same time, these efforts are thwarted by the haemorrhage of existing housing towards tourist rental “, slips Martin Omhovère, director of the habitat and society department of the IPR, to Le Monde. But these rentals also have some positive sides for the region.

“By relying on transport, the spatial distribution of rentals should continue or even accelerate in Île-de-France. This will make it possible to distribute visitors in the Ile-de-France region and therefore the repercussions in terms of tourist consumption. ”, Analyzes Vincent Gollain, director of the Economics department of the IPR, for 20 Minutes. Asked about France Blue, he is optimistic for seasonal rental platforms, which will “last” according to him in the post-Covid-19 world. “They adapt to different markets. They will be very present when we organize events in France: let’s think of 2023, when we organize the Rugby World Cup, 2024 of course the Olympics ”, he believes. “The platforms will become a tool, an asset for the Île-de-France region, for its attractiveness, but also to offer different experiences to our visitors, whether national or foreign”.
