1. Who decides?

We can however recall that in the European metropolis of Lille, the MEL, i.e. 95 municipalities and more than a million inhabitants, the same rule applies to all: a prefectural decree made it compulsory outside, for over 11 years, in places ” high attendance »: Pedestrian zones, traffic zones limited to 20 km / hour, busy streets, open-air markets, near stations, natural metropolitan areas, etc., in other words, in general city centers and public parks. However, the perimeter varies in each municipality: the MEL is also villages where there are no crowds and where, suddenly, the hidden areas are extremely small or almost non-existent. In the urban community of Dunkirk (CUD), the same principle applies, but the perimeter has just been extended since Monday, to the beach and the dike.

More broadly, in the North, a decree extends to all municipalities the obligation for residents to be masked on the same principles (pedestrian areas, at 20 km / h, in urban green spaces, in central areas -bourg and busy shopping centers …). In Pas-de-Calais, the decree does not apply to the entire department but to several large towns until March 8.

3 … But also sometimes everywhere in town

The majority of the municipalities in the region have defined limited perimeters with the prefectures. Others don’t. In Béthune, wearing a mask, initially compulsory on the main square, became so everywhere in the town until March 8. This is also the case in Calais, Saint-Omer or even Cateau-Cambrésis. Discussions were underway on Tuesday in Arras which requested the same extension to the entire city.
