In Liguria, the electronic health record is used almost exclusively by general practitioners. Between June and August 2024, only 3% of citizens had accessed it at least once in the previous three months, compared to an Italian average of 18%, while as of 31 August no specialist doctor from healthcare companies was authorized to use it, putting Liguria in last place among the Italian regions, where the average stands at 76%.
This is what emerges from the latest report from the Gimbe Foundation dedicated to the dissemination of the electronic health record, drawn up on the occasion of the 19th Risk Management Forum in Arezzo.
In the Ligurian file, 12 types of documents are available to date out of a total of 16, equal to 75%, slightly below the Italian average set at 79%. However, the percentage of services available is low: only 15% of the 37 possible ones in total. The percentage of Ligurians who expressed consent to the electronic consultation of their documents was also decidedly below average: only 10%, compared to 41% at a national level.
In Italy, the differences between region and region weigh heavily: the decree of the Ministry of Health of 7 September 2023 defined the contents of the Electronic Health Record (FSE) 2.0, but not all the documents are available everywhere. “To date – explains the president of the Gimbe foundation Nino Cartabellotta – only 7 types of documents are accessible throughout the national territory: hospital discharge letters, pharmaceutical and specialist prescriptions, laboratory, radiology and outpatient specialist reports, emergency reports rescue”. In Liguria, as written above, 12 types are available.
Therefore there is a strong lack of homogeneity in the availability of documents in the ESF depending on the residence: the summary health profile, the document for the provision of specialist services and that for the provision of drugs and the pathological anatomy report are available in over 80% of the Regions. The vaccination certificate is present in 16 Regions and autonomous Provinces (76%) while the patient’s personal notebook and the single vaccination card are found in the ESFs of 12 Regions (57%). Only 5 Regions make the invitation letter available for vaccination screening and other prevention courses. The medical record, however, is available exclusively in Lazio, Sardinia and Veneto. At a national level, 79% of documents are made available to users. Lazio is the only Region that includes in the ESF all the types of documents foreseen by the decree, while the other Regions present variable levels of completeness.
