Acting Deputy Mayor – Chairman of the Committee on Social Policy and Culture of the Irkutsk Administration Nina Perfil’eva proposed to increase the amount of social benefits for the older generation to pay for travel to 300 rubles, and to establish a scholarship for full-time target students of the Pedagogical Institute IGU. Deputies of the Irkutsk Duma supported these proposals.
– In order to preserve social guarantees for citizens, in connection with an increase in fares for travel in Irkutsk passenger transport, it is proposed to increase the size of the monthly cash payment for travel, provided as an additional measure of support for citizens who have reached the age of 60 years for men and 55 years for women who are not entitled to social support measures in accordance with federal or regional legislation – from 250 rubles to 300 rubles per month from January 1, 2025. This requires 2 million 97 thousand rubles from the budget annually.
Also, the draft decision of the Duma proposes to bring the wording “category – large family” into conformity with the Law of the Irkutsk Region dated June 10, 2024 on social support for families with children. And add the wording about age: from 23 years old, provided they are studying full-time (at a university).
It is also proposed to extend the validity of preferential travel for children from families of SVO participants until December 31, 2025.
Additional expenses in 2025-2027 to provide these measures to support students will amount to 6 million 711 thousand rubles from the budget annually, Perfilyeva said.
In addition, it was proposed to amend legal acts and establish social support measures in the form of a monthly scholarship for full-time students who have entered into an agreement with the municipality on targeted training at the ISU Pedagogical Institute. They must submit applications through the Jobs in Russia digital platform. Any citizen of the Russian Federation who wishes to obtain higher education at the Pedagogical Institute of ISU can submit an application, concluded Nina Perfilyeva.
The scholarship from the Irkutsk budget is 3,000 rubles monthly.
