As vehicles were trapped in heavy snow on highways and national highways, the road resembled a huge parking lot. Some sections of the Donghae Expressway were completely controlled, and the mountain pass was cut off. The drivers tried hard to get out of the glance, but they were helpless. Most of the vehicles were not equipped with winter gear, so the vehicle that was climbing the hill slipped on the snowy road. In particular, the circumstances of the Misiryeong Tunnel, which connects Sokcho, Gangwon and Inje, were more serious. From around 12 o’clock in the afternoon, cars got tangled up on the pass and couldn’t go. The police removed the guardrail in the center line and pulled the vehicle trapped in the up line to the down line. From 3 p.m., vehicle entry was blocked at the intersection in front of Hanwha Resort in Nohak-dong, Sokcho-si, Gangwon-do. However, hundreds of vehicles that first entered the pass were trapped on the road for three or four hours. As the entry of the Misiryeong Tunnel was blocked, vehicles were crowded at the Donghae Expressway Sokcho Interchange, and this area became a mess. Mr. Kim (47, Chuncheon City, Gangwon) said, “After passing through the Misiryeong Tunnel Tollgate, the cars were jammed and locked for 3 hours. It will be difficult to get there,” he complained. Some sections of the Donghae Expressway were completely controlled, and cars were tangled due to extreme delays and congestion. From around 4:40 pm, the Korea Expressway Corporation controlled access to the Sokcho Interchange and the Bukyang Interchange and bypassed the vehicles. First, hundreds of vehicles that entered the Sokcho Interchange were trapped in a section of about 2km and had to fall into the cold and anxiety.

As vehicles destined for Seoul were crowded at once, snow removal was not done in time. Contact accidents occurred in various places, and vehicles stopped in the snow, leading to isolation. Drivers struggled with hunger and unable to find the toilet. Mr. Choi (44, Seoul) said, “I was trapped in heavy snow and couldn’t go to the east coast after searching for a long time. After being isolated for more than six hours, I was most desperate for water and food.”

Among the 18 cities and counties in Gangwon-do, a heavy snow warning was issued to the rest of the cities and counties, except for Yeongwol, Wonju.
