The Asociación Civil Convite, a non-profit organization that works in favor of the enforceability of the social rights of the elderly in Venezuela, presented the report Old Age Pensions in Emergency, Venezuela 2015 – 2020, where it insists on the need for reengineering of the pension system in the country.

Through the virtual forum Old-Age Emergency Pensions: Venezuela 2015-2020, carried out on August 12, the study was presented that shows how the violation of the right of older people to decent pensions has affected the deterioration of the quality of life of this population that today is mostly impacted and at risk by the global pandemic.

Dr. Carlos Aponte, professor and researcher, expressed during the event that in Venezuela the condition of the aging of the population is not being specified, and that there is talk of emergency pensions, because the great success of a supposed universal coverage is celebrated.

The massification of pensions was promoted, a basic achievement of social efforts, but today they finished destroying them. Good intentions and will are not enough, ”said the expert.

Impaired quality of life

For her part, Desiree González, a social researcher, pointed out that there is no provision to address the problem of the pension system, since it is evident that the violation of rights has impacted on the deterioration of the quality of life of Venezuelan elderly people.

He said that the serious situation of pensioners living outside of Venezuela should be taken into account and highlighted. It is a reality, especially those found in Spain.
María Gabriela Ponce, professor and researcher, pointed out in her speech that many older people do not receive the pension benefit.

Many people in vulnerable situations are being excluded. The expectation that was generated before the universal pension system and what is lived today is a crime, said the expert.

Between 500 thousand and 700 thousand older adults outside the system

Luis Francisco Cabeza, general director of the organization, points out that this reality has been made invisible since between 500,000 and 700,000 older adults in Venezuela are out of Social Security, so they are not receiving any old-age pension.

According to his appreciation, all this shows the inability of the State to guarantee the well-being of these people who are in a vulnerable condition.

He stressed that the country is not specifying the condition of the aging of the population, and that the new population of elderly people has no guarantees of anything.
He also warned that pension coverage is currently irrelevant, compared to the terrifying loss of real value of the amount received, which is increasingly close to $ 1 per month.

The report presented indicates that for more than five years, and with the deepening of the complex humanitarian emergency in the country, older people have shown their dissatisfaction with the pension granted by the Venezuelan Institute of Social Security (IVSS ) and everything that is subject to obtaining it; from the value to the ways to collect it. The payment of $ 1.40 per month, has no purchasing power or access to health, food and basic services.
