The man was detained near the city hall while trying to shoot an arrow. His motives are still unknown.
The press service of the police noted that the day before the man had warned the employees of the city council that he would come to the building on November 22 to protest.
At the same time, according to the data of law enforcement officers, the unknown person has mental disorders.
