What happened in Bajo Llojeta? A journalist asked the Municipal Secretary of Resilience and Vulnerabilities Management (SMRGV), Juan Pablo Palma, who responded that the mass movement of earth that became a mazamorra and that descended from the Los Cementerio Andes in Bajo Llojeta to Costanera Avenue was the product of the “accumulation of several technical failures.”
“In some cases, it was recklessness, possibly problems in the engineering design, but mainly at the time of the operation. There has been a clear modification of the surface runoff, the surface waters have been conveyed to the stream, the sector has been filled in, there were signs of previous landslides four or five years ago, load has been brought to the sector, there are several factors that have come together, that have been activated with much less rain than that slope should be prepared for,” Palma explained.
In a statement issued today, Inmobiliaria Kantutani SA reported what happened in Bajo Llojeta due to the “clogging of the Pasajahuira river vault, which is located 1.5 km from the Los Andes Cemetery.” For the entity, this was the reason that generated the mazamorra and not the earthworks carried out to stabilize “our Cemetery Park.”
Given this assertion, Palma assured that “they will have to prove” these statements, but they should also respond to how much these works have contributed to generating the aforementioned plugging of the vault. “It is certain that the intervention that they have also made has contributed (to the incident) if not the entire obstruction of the vault due to recklessness,” explained the authority.
Palma highlighted that the vault in question “has been built by the Kantutani company, so it is their engineers, their lawyers, who will have to explain and demonstrate what its operating conditions are.”

**Considering the acknowledged role of surface runoff and previous landslides in the area, was a proper environmental impact assessment conducted before the development of the Cemetery Park? If so, what were its findings and recommendations? Were they adequately addressed?**
## World Today News Exclusive Interview: The Bajo Llojeta Landslide
**Introduction:**
Welcome to World Today News. Today, we are discussing the recent landslide in Bajo Llojeta, which severely impacted the Los Andes Cemetery and surrounding areas.
Joining us are two experts with direct knowledge of the situation. We have Juan Pablo Palma, Municipal Secretary of Resilience and Vulnerabilities Management (SMRGV), and a representative from Inmobiliaria Kantutani SA, the company responsible for developing the Cemetery Park.
**Section 1: Understanding the Cause**
* **Interviewer:** Mr. Palma, you stated that the landslide was the result of “accumulation of several technical failures.” Can you elaborate on these failures and how they interacted to create such a devastating event?
* **Interviewer:** Inmobiliaria Kantutani SA has attributed the landslide to the clogging of the Pasajahuira river vault, located 1.5 km from the cemetery. How do you respond to this statement, considering your assessment of multiple contributing factors?
* **Interviewer:** Mr. [Kantutani Representative], can you provide more detail on what caused the alleged clogging of the vault? What steps were taken to prevent such an eventuality during the development of the Cemetery Park?
**Section 2: Responsibility and Accountability**
* **Interviewer:** Mr. Palma, you mentioned “recklessness” in relation to the landslide. Can you clarify who you believe was reckless and what actions specifically led to this conclusion?
* **Interviewer:** Mr. [Kantutani Representative], how does Inmobiliaria Kantutani SA respond to allegations of recklessness and its role in contributing to the landslide?
* **Interviewer:** Both parties mentioned the role of surface runoff and previous landslides in the area. What lessons can be learned from these past events, and how could they have been better incorporated into the development plans for the Los Andes Cemetery?
**Section 3: Prevention and Future Actions**
* **Interviewer:** What immediate steps are being taken by the municipal government to address the aftermath of the landslide and ensure the safety of residents in the affected area?
* **Interviewer:** Mr. Palma, what long-term solutions are being considered to prevent similar disasters from occurring in the future? Are there regulations that need to be strengthened or revised?
* **Interviewer:** Mr. [Kantutani Representative], what actions will Inmobiliaria Kantutani SA take to demonstrate its commitment to responsible development practices and mitigating risks in future projects?
**Closing Statements:**
We thank both Mr. Palma and Mr. [Kantutani Representative] for their insights and honesty. This tragedy underscores the importance of careful planning, responsible development, and effective disaster preparedness. World Today News will continue to follow this story closely and provide updates as they become available.
