At the daily press conference of President Andrés Manuel López Obrador, and before the governors of the 23 states that have adhered to the federalization program of Imss-Bienestar health services, Robledo reviewed the progress of the system, which includes the authorization of 31 new hospitals in these entities, as well as the rehabilitation of 214 more hospitals and the purchase of equipment for hospitals, health centers and medical units for the care of people without social security.
There he pointed out that “in the end, no physical space, whether new or rehabilitated, would make sense if it does not have enough specialists.”
He added that in 2018, these 23 states – which have a population of more than 53 million inhabitants – had 25,575 specialists for the care of people without social security. So far in the government, he said, efforts have been made to hire 7,226 additional specialists, such as the recruitment of recent graduates or the agreement for the hiring of Cuban doctors.
However, he accepted, “something always happened: the specialties in large hospitals or in urban areas were quickly populated, but we continued to have a backlog of doctors for community or general hospitals but which are in highly marginalized areas.
He pointed out that today a new call will be launched for the hiring of 4,010 specialists in 282 hospitals in places of high and very high marginalization in Guerrero, Veracruz, Puebla and Chiapas, and that to date there are no incentives for a specialist to work. there. These are, he said, places where there was insufficient coverage of specialist doctors. Imagine a hospital that has a surgeon, but they do not have an anesthesiologist, they cannot perform surgery.”
The call is aimed at specialties such as surgery, anesthesia, internal medicine and emergency physicians, who will be offered bonuses of between 10,000 and 10,979 pesos per month.
He said that these are definitive contracts and that these bases “belong to the community, to the hospital,” so the bases will not move with the doctors if they move from assignment.
In addition, he said, another call will be launched for the hiring of 5,850 general practitioners for single-office health centers.
The Secretary of Health, Jorge Alcocer Varela, said that to date the IMSS-Bienestar has 53.2 million beneficiaries, which represent 42 percent of the Mexican population.
It has 635 hospitals, 11,913 health centers, and 60,000 federally based medical places.
Robledo highlighted that the 23 states registered in the IMSS-Bienestar have drug distribution agreements with Birmex to guarantee supply in the most isolated locations.
He added that they are working with the Institutional Supply System to unify the administration of medical supplies.
