IMSS Cold Rooms: Obsolete and Useless Equipment Endangers Health Supplies

At least 22 IMSS Delegation Warehouses have cold rooms that are “in poor condition due to obsolescence” and do not have “sufficient and adequate capacity for optimal cold network management,” according to official documents. In the Supply Coordination, located in the Gustavo A. Madero mayor’s office, there is a cold room acquired in 1963, 60 years old

EMEEQUIS. The Mexican Social Security Institute (IMSS) has obsolete and useless cold rooms that prevent it from adequately protecting the supplies that need to be kept at low temperatures to guarantee the quality of medicines, vaccines and laboratory reagents, reveal official documents held by the EMEEQUIS.

“Currently, in the Mexican Institute of Social Security, there are 22 Delegation Warehouses, which have cold room equipment that is in poor condition due to obsolescence, they have insufficient space, and due to their age they no longer have the necessary spare parts. , etc. (…) Delegational Warehouses do not have equipment with sufficient and adequate capacity for the optimal management of cold network supplies“, recognizes Social Security.

In some cases, the Standard with code 100-001-008 is not complied with, which establishes the unavoidable importance of adequately safeguarding the supplies that need to be kept within the temperature range of 2°C to 8°C in such a way that they guarantee the quality of medicines, vaccines and laboratory reagents whose properties could be affected in the event that a break in the cold chain is caused by causes attributable to storage.

The storage of these inputs must be carried out separately for each type of good, and it is not advisable to store them in the same space.

Social Security does not have proper management of medicines, vaccines, and laboratory reagents that need refrigeration. There are times when the cold chain is broken, the Institution itself acknowledges, one of which is when purchases are received.

“The reception of cold network supplies by the supplier and their preparation for shipment to the medical units, at this point currently The receiving activity is carried out by unloading the supplies from the refrigerated vehicle directly onto pallets located in the reception area, an activity that is carried out at room temperature. having the need to expose the inputs to sudden changes in temperature”, it is indicated.

Supplies are at risk of losing their effectiveness and quality due to failures in temperature control, also when they are sent to Family Medical Units and Hospitals.

“Likewise when they are prepared to be sent to the units, the packaging is carried out in an area at room temperature with the consequent exposure of the inputs to temperature variations. All of the above is done under these conditions due to the lack of an area available for the reception and preparation of supplies, which must be at a temperature that does not exceed the limits of the cold chain, that is, within the range of 2°C. at 8 ° C, this area is known as a pre-chamber and must be part of the cold network facilities,” admits the IMSS.

The documents state that health supplies are at risk of decomposition, of being lost, and that they do not reach the beneficiaries, mainly vaccines.

“The Delegation Warehouses do not have equipment with sufficient and adequate capacity for the optimal management of cold network supplies, among which are medicines, vaccines and laboratory reagents, putting at risk the quality of supplies and timely attention to the eligible population, mainly in aspects that refer to the vaccination scheme“, it is stated.

OLD TEAMS

In the supply coordination located at Calzada Vallejo No. 675, Magdalena de las Salinas neighborhood, Mayor Gustavo A. Madero there is a cold room acquired in 1963, that is, in the government of President Adolfo López Mateos, with 60 years old.

In the Veracruz Norte delegation The refrigeration equipment is from the year 1974, they require thermographers, visual and audible alarms; In Tlaxcala there is a team from the year 1984,

The cold rooms of the Aguascalientes, Querétaro, Guerrero, Yucatán and Estado de México Poniente delegations were acquired in 1992 and are already obsolete, they are 21 years old; While the cold rooms in Coahuila are also from 1992 and due to the model there are no spare parts to maintain them; those of Tamaulipas are from 1997 and Tabasco from 2009, there are no spare parts either.

Social Security itself recognizes the physical and functional state of the 51 cold rooms it operates as bad, while President Andrés Manuel López Obrador promises a health system like Denmark’s.
