Impulse for Neuländer Quarree and the New York-Hamburger area

The preparatory studies initiated in January 2020 are intended to control the urban development process in the area of ​​the eastern inland port and the northern areas of the inner city (Schippsee-Quartier) in Harburg. At the same time, district development planning procedures are already running for the areas that are now additionally included, which are significant in terms of urban development. The inclusion should open up the fundamental possibility of advancing the development independently of the commitments and sales decisions of private investors. The city is still striving for a cooperative solution with the owners.

We strive to use these opportunities together with the owners of all properties. By including the additional areas in the preparatory investigations, we secure further options for action. We continue to rely on the path taken so far with urban development contracts to lead to success. The right of first refusal already gives us options for action in the event that the land is resold. Experience has shown that such resales can considerably delay the implementation of urban development goals. ”

District Office Manager Harburg, Sophie Fredenhagen: “By including the areas in the preparatory investigations, the ongoing negotiations and procedures, in particular the development plan procedures, are to be supported. The responsibility of the district office for the development planning and the associated competition procedure remains, so that the continuity of the procedures in terms of personnel and content is guaranteed. ”

The aim of the preparatory studies is to link the inland port and city center areas more closely with one another by creating urban and traffic connections within the framework of a comprehensive overall urban planning concept. Here, new connections are to be created and existing ones to be strengthened. The dividing effect of the traffic route from Buxtehuder Strasse and the railway tracks, which is particularly disadvantageous for the Harburg center, is to be overcome and the areas of the inner city and the inland port to grow together. The significant urban development of the areas that flank the inland port should also make a contribution to this. Originally, the new land Quarree and the New York-Hamburg site were not included, as concrete negotiations with the owners on urban development measures had already been initiated.

If, contrary to all expectations, cooperative solutions with the owners fail, the city now has the option of actively implementing its urban development goals through the preparatory studies. The aim is to ensure that development areas that are significant in terms of urban planning do not lie idle for the long term.
