Improving the Business Environment: President Macky Sall’s Strategies and Reforms

The President of the Republic of Senegal, Macky Sall, after officially opening the Invest in Senegal Forum took part in the presidential panel. It was an opportunity for him to discuss his policy for a business climate conducive to investment.

For him, the business environment is not a static given, but a dynamic that constantly requires close monitoring to unravel bottlenecks, in order to foster a business environment that is friendly to investors and protective of the environment. public interest.

Thus, for the establishment of a framework conducive to the arrival of new partners, major reforms are necessary. It is first of all, according to him, to articulate them around four strategic axes. These essential reforms in his view are the digitization of administrative procedures related to private investment and trade; harmonization and improvement of the legal and fiscal environment: customs code, tax code, civil procedure code.

Macky Sall is also betting on improving the competitiveness of factors of production and promoting high-impact investment in development hubs. Alongside, according to him, this work is complemented by the new legal framework on public-private partnerships, the law on local content to support the national private sector and other reforms relating to Special Economic Zones, the facilitation access to land, financing and development of SMEs, vocational training, modernization of administration and labor legislation.

These reforms alone will not be enough according to the President of the Republic Macky Sall. They must go hand in hand with exemplary behavior at work.

“What counts and makes the difference is the availability and the work of the men and women who apply the reforms, who interpret the texts, animate the structures, welcome, advise, guide the investor and make the decisions; everything this in transparency, without bureaucracy or unnecessary loss of time. What must be done today cannot be postponed until tomorrow. This is why we must banish from our administrations the lax behaviors that hinder the smooth running of business “, said Macky Sall.
