IMPORTANT MESSAGE: COVID-19 RATEPAYER RELIEF MEASURES

SERVICE SHUTOFF MORATORIUM

BE ADVISED that Executive Order 229 currently prohibits a local government from shutting off water or electric service to a residential customer, or to accounts primarily serving residential customers, due to nonpayment of water, sewer, or electric charges unless the disconnection is to prevent or ameliorate a risk to public health or safety. This shutoff moratorium remains in effect until January 1, 2022.

LATE PAYMENT PENALTY AND LIEN ENFORCEMENT MORATORIUM

BE ADVISED that, until January 1, 2022, Executive Order 229 places a moratorium on local governments enforcing late payment charges and penalties on water or electric, or referring a delinquent water or electric payment to tax sale. On or after January 1, 2022, charges and penalties may be imposed for delinquent payments, and any payments remaining delinquent may be referred to a tax lien sale held by the municipal tax collector.

BILL ASSISTANCE AND ARREARAGE FORGIVENESS PROGRAMS

The New Jersey Department of Community Affairs (DCA) is currently developing a Low Income Household Water Assistance Program (LIHWAP). This program is designed to assist water and sewer customers facing economic hardship due to the COVID-19 pandemic. Further information will be provided once the program goes live.

OPPORTUNITY TO REPAY ARREARAGES IN INSTALLMENTS

BE ADVISED that residents experiencing economic hardship during COVID-19 and who are behind on their payments may be eligible to enter into an agreement whereby the resident agrees to pay their arrearages in installments over a period of time. As part of the agreement, the resident must keep up to date on all current charges. For more information on repaying arrearages in installments, please contact Rose Barsanti, Tax Collector.

MORATORIUM OF PUBLIC SERVICES CUTS

IT IS INFORMED that Executive Order 229 currently prohibits a municipal government from disconnecting electricity or water service to a residential user, or suspending accounts that mainly serve residential users, due to non-payment of water, sewerage or electricity services. unless the disconnection is to prevent or mitigate a risk to public health or safety. This moratorium on cuts will remain in effect until January 1, 2022. Note: If the municipal government does not have as a rule to suspend service to users, you may wish to indicate here that the cut off of service to residential users due to lack of payment is not part of your usual policy.

MORATORIUM IN THE EXECUTION OF FINES FOR LATE PAYMENTS AND LIENS

IT IS INFORMED that, until January 1, 2022, Executive Order 229 imposes a moratorium on municipal governments in the imposition of fines for late payments and levies on the accounts of water or electricity services, or the remission of delinquent payments of water or electricity to a fiscal sale. Beginning January 1, 2022, late fees and penalties may be imposed, and any outstanding late payment may be referred to a sale for tax liens by the municipal tax collector.

PAYMENT ASSISTANCE AND ARRANGEMENT PROGRAMS

The New Jersey Department of Community Affairs (DCA) is currently developing a Low Income Household Water Service Assistance Program (LIHWAP). This program is intended to help users of water and sewerage services facing financial difficulties due to the COVID-19 pandemic. More information will be provided once the program is running.

OPPORTUNITY TO DISPOSE OF DUE PAYMENTS IN INSTALLMENT

IT IS INFORMED that residents who face financial problems during COVID-19 and who have late payments for services may be eligible to sign an agreement by which they agree to pay their arrears in installments during a set time. As part of the agreement, the resident must be current in the payment of all current charges. For more information on delinquent installment payments, contact Rose Barsanti, Tax Collector.
