Importance of Timely Utility Payments and Gas Meter Readings in Ukraine During the War

Ukrainians, even during the war, must make utility payments in a timely manner. In particular, consumers must pay for gas and submit monthly gas meter readings.

The expert noted, provided that the dismantled meter is the property of the consumer:

if such a meter has successfully passed periodic verification, the oblgaz is obliged to install it within two months from the date of its removal; if such a meter is recognized by the relevant body in the field of metrology and metrological activity as unsuitable for further operation, the decision on the feasibility of repair is made by the oblgas, taking into account technical and economic factors.

“If a decision is made on the advisability of repairing, the oblgaz is obliged to install a repaired gas meter for domestic consumers instead of a temporarily installed gas meter from the exchange fund within two months from the date of its removal,” Plotnikova said.

If the oblgaz has decided that it is not advisable to repair the gas meter, it is obliged, within 15 working days after the results of the periodic verification (but no later than two months after the removal of the gas meter for periodic verification), to install its own settlement gas meter free of charge (with a standard size not larger than a household gas meter consumer) for further commercial settlements and within the same period return to the consumer his gas meter and notify the consumer in writing of the results of the periodic verification and a decision was made on the inexpediency of repairing the gas meter.

According to the expert, in this case, a household consumer cannot refuse to install a gas meter by oblgas.

Provided that the dismantled meter is the property of the oblgas:

if, after dismantling the meter, the oblgaz installed another meter for verification, from its own exchange fund, which is documented by the relevant act, then in the future this meter is considered to be a settlement meter and subsequent settlements with the consumer are made according to his testimony; if, after dismantling the meter, the oblgas did not install another meter for verification, from its own exchange fund and settlements with the consumer are made depending on the average monthly consumption, the oblgas is obliged, within two months from the date of removal of the meter, at its own expense, to ensure the establishment of a settlement facility in place of the removed gas meter .

Recall that the Resolution of the Cabinet of Ministers No. 440 came into force, according to which verification of household water, heat and gas meters has been resumed in Ukraine. Citizens who have the deadline for checking meters must do this within three months after the end of the heating period.
