Impeachment Proceedings Against Georgian President Salome Zourabichvili for Violating Constitution

TBILISI – The ruling party of Georgia announced the start of impeachment proceedings against President Salome Zourabichvili.

The reason for the impeachment was that Zourabichvili violated the constitution by traveling abroad without cabinet approval.

The Georgian Dream Party begins its movement on Friday (1/9/2023). Its chairman, Irakli Kobakhidze, said the wording of the constitution left no doubt about the president’s unlawful actions and impeachment of Zourabichvili, who was elected as an independent candidate, was the only avenue left for lawmakers.

After gaining independence, Georgia was originally a presidential republic, but amendments transferred executive powers to the prime minister after the 2013 presidential election.

The office of president is now largely ceremonial, although the head of state can represent his country internationally “with the approval of the Government,” according to the current constitution.

Zourabichvili allegedly violated the terms this week, when he flew to Europe against the wishes of ministers.

He met with German President Frank-Walter Steinmeier on Thursday (31/8/2023) and plans to visit other European countries with the aim of supporting his country’s bid to join the European Union (EU).

The Georgian government said on Wednesday that a request by Zourabichvili’s office to approve working visits to Germany, Ukraine, Switzerland, Poland, Belgium, Denmark, the United Arab Emirates (UAE), Bulgaria, the Czech Republic and Israel had been rejected.

Kobakhidze acknowledged removing the president could pose a challenge to his party. The support of at least one-third of MPs is needed to ask the Constitutional Court to investigate the allegations.

If the decision vindicates the case, a two-thirds majority would be needed to oust Zourabichvili.
