The ads, clearly aimed at Kazakhs, feature the flags of Russia and Kazakhstan and the slogan “Shoulder to shoulder”. The ad promised a one-time payment of $5,300 and a monthly salary of at least $2,000 to those who sign a contract with the Russian army.
The ads lead to a website offering potential recruits the chance to join the army in the Sakhalin region of eastern Russia. The author of the website is the Sakhalin Region Human Capital Development Agency – an organization established by the municipality.
Kazakhstani law states that joining military conflicts abroad for payment is not allowed. Residents of Central Asian countries emphasized in a conversation with the agency that many residents from their countries joined the Russian army or the private mercenary group “Wagner”. However, the recruitment of new soldiers usually took place in Russia, where millions of Uzbeks, Tajiks and Kyrgyz also work.
