The Baltic states have previously expressed readiness to receive people and companies suffering from the repression of Alexander Lukashenko. From 1 August 2020 to 15 February 2021, more than nine thousand Belarusians have applied for a residence permit in Lithuania, according to the Lithuanian Migration Service. Of these, 7,490 people received a residence permit at that time.

Migration from Belarus has increased since August last year, when the Lukashenko regime began to take revenge on demonstrators and critics of its power.

Belarus has also taken steps to to limit the outflow of people.
