An illegal dog slaughterhouse was discovered in Chuncheon, Gangwon-do, amidst ongoing controversy over dog food.
About 40 dogs trapped in cramped cages were rescued.
Reporter Hong Seong-wook covered the story.

Dogs are trapped in narrow cages where it is difficult to lie down completely.
The so-called iron ‘floating cage’ is open on all sides, and the floor is full of feces and the stench vibrates.
They fight with each other because of the poor environment.
Upon a report from an animal protection organization that animal cruelty and illegal slaughter were taking place, the city of Chuncheon inspected the breeding facility with the police and fire authorities.

A firefighter uses a crowbar to open the locked door, revealing the scene where numerous dogs were slaughtered.
A total of 40 dogs were rescued.
These are dogs that have been bred from the beginning or have been caught somewhere for the purpose of eating.
An animal protection group has filed a complaint with the police against the dog breeder in question for violating the Animal Protection Act.

Since the dog eating controversy that erupted during the 1988 Seoul Olympics, the issue of dog slaughter has not been resolved for nearly 40 years.
The Livestock Act defines dogs as livestock, so raising dogs and treating them as livestock products is not illegal.
However, as the Livestock Products Sanitation Control Act does not define dogs as livestock, the act of slaughtering can be interpreted as illegal.
As current laws conflict with each other over the same act, local governments conducting on-site inspections also complain of difficulties.

A bill banning dog eating has also been proposed, but the possibility of passing the bill is unclear due to opposition from dog breeders and associations, which depend on livelihoods.
Relevant laws are needed to reduce conflicts.
