He realized that Ukraine is not a member of NATO, but that such a nuclear weapons attack would have a direct impact on the NATO countries neighboring Kyiv.
“If Putin detonates a nuclear weapon inside Ukraine, radiation will affect much of Europe,” Graham said on the news program on Fox Newswhich was launched on Tuesday (22/3/2022).
“We have to consider that [itu sebuah] attacks on NATO,” he said.

The Republican senator also called for bold US action if Russia launched a chemical weapons attack against Ukraine.
“If there is a chemical weapons attack by the Russian military against the Ukrainian people, we must immediately impose a no-fly zone because it violates all the rules that we have made since World War II,” he said.
The adoption of a no-fly zone over Ukraine by the US or NATO means the alliance will have to shoot down a Moscow fighter jet flying over the country’s skies. That means NATO is directly at war with Russia.
Graham considered President Joe Biden’s response to the Russian invasion weak and Biden should be clearer.
