This is what economist Emil Hersev said in “Panorama” on the occasion of today’s developments surrounding the Corporate Commercial Bank (KTB) and the decisions that the BNB announced after the audit carried out in the bank.
He explained his thesis: “The central bank only announced an intention, only something that it expects from other institutions – there was some law that it was preparing, but no one has seen. But now the parliament and the other institutions had to do their work”.
Hersev said that he sees today’s development of the situation as “vaudeville stories, criminal stories strange”.
According to him, “there is a race to avoid responsibility”. Everyone claimed not to be guilty, he said, referring to both the BNB and banker Tsvetan Vassilev, who is the majority owner of KTB.
“It is as if we are in the 12th century and the BNB does not have computers” – this is how he commented on the explanations that the credit files for loans worth BGN 3.5 billion were not discovered, which was announced today by the BNB and the auditors who entered KTB.
“Tsvetan Vassilev said that he is not responsible and that he is not guilty,” added Hersev.
The economist reassured that such things do not only happen in our country. He pointed to an example of a Spanish bank, in which loans were also given without control, and its owner benefited, after which he was still arrested.
Hersev was adamant that the head of banking supervision is not the person who should “wash the towel” – over 300 people work there, tied to a complex hierarchical and computer system.
“The bank (KTB) is in this state not because it was sick, but because there was an attack against it – it was hit with a very heavy object,” said Hersev, explaining that it was composed of an organized campaign and institutions, including the prosecutor’s office.

According to him, KTB cannot exist with more than 1/3 bad loans. I.e. the thesis that BGN 3.5 billion is such, given that the bank’s credit portfolio is BGN 7 billion, is unsupported.
However, he also commented that what Tsvetan Vassilev said “is a conspiracy theory, not a defensive thesis” – “like a Martian ship flying over Sofia, that someone wanted to hit the bank to ease the loans”.
According to Hersev, BNB today presented a third thesis for the salvation of KTB today, different from the previous two.
“A capital of BGN 3 billion is not needed to recapitalize the bank, maybe a third of that will do the trick.” However, according to him, this may be a risky decision, because if the shareholders’ capital is invalidated, and they later prove that the risk was not so great.
