Israel has had a Law of Return since 1950, which stipulates that anyone in the world who is (partially) of Jewish descent has the right to settle in the land.
Since the Ethiopian Jews are officially Christians, they cannot invoke that law, hence they are brought to Israel to reunite with their families. Many are professed Jewish in practice.
