How will the internal party elections be held in PASOK – Under the microscope, the polling stations and the register of members – 2024-08-29 16:26:44

Harilaou Trikoupi is in a hurry to close some of the pending procedural issues ahead of the internal party elections to elect a new PASOK leadership. Given that political confrontations between presidential candidates will not be avoided, it is sought to at least minimize the scope for friction on procedural issues.

Thus, the Committee on Ethics, Implementation of the Statute and Certification (EDEKAP) hastened to define the framework and conditions for the voting for the election of PASOK president, issuing the 1st electoral circular.

With the aim of the smooth conduct of the internal party elections (the first round on October 6, 2024 and, if necessary, the second round on October 13, 2024), EDEKAP sent a letter to the Secretaries of the Prefectural Committees on August 27, 2024, so that within the binding dates they take care of the polling stations and for the appointment of electoral committees, as well as tablet operators, from volunteers who will offer to support the electoral process.

The electoral process will be conducted based on the Electoral Centers-Divisions as they operated in 2021. However, as decided by EDEKAP, “in case it is judged that for the convenience of the voters and the smoothing of the process, the addition of an Electoral Center/Division to the already existing”, the Secretaries of the Prefectural Committees are invited to send a relevant proposal to EDEKAP by Monday, September 2, 2024.

EDEKAP’s letter to the Secretaries of the Prefectural Committees was shared with the candidate presidents (Nikos Androulakis, Pavlos Geroulanos, Haris Doukas, Nadia Giannakopoulou, Anna Diamantopoulou, Giannis Kanellakis and Michalis Katrinis), the members of the Central Political Committee (CPC) and the Secretaries Local Organizations.

At the same time, it was determined that the voting for the election of the president will be conducted based on the National Electoral Roll, in which the register of members of the Movement will be integrated, so that a special marking will be added next to its members. As noted by EDEKAP, with this feature, when searching for voters in the electoral roll, members will be automatically identified and there will be no need to fill out a new member/friend application during the voting process, unlike new members and all friends who will obligatorily fill out a registration form. It is pointed out that Greek citizens and foreigners who legally and permanently reside in Greece from the age of 16 (born in 2008) have the right to vote.

Whoever comes to vote, if not already registered in the register of members, in the member or friend registration application he signs accepts and fully undertakes the rights, obligations and commitments deriving from the corresponding capacity based on the statute and consents to the management of the data of the list of voters from the political body based on the current regulatory framework for the Protection of Personal Data (GDPR).

In the second round, all members/friends who participated in the election process on the first Sunday have the right to vote. During the election process of the second round, the voters’ details will be searched from the voter register that will be formed after the completion of the first round. Voters will be able to exercise their right to vote in any section they wish (same or different from the first round).

1st CIRCULAR

The election date for the election of the President of PASOK – Movement for Change by the members and friends of the Movement has been set for Sunday 6 October 2024 for the first round and for the second round (if necessary) Sunday 13 October 2024.

According to Article 28, par. 2 of the Statute, the process of electing a President from the grassroots is undertaken by the Ethics, Statute Implementation and Certification Committee (EDEKAP). During the elections and immediately after the official announcement of the nominations, EDEKAP expands with the representatives of the presidential candidates (one member from each candidate).

From 7/19/2024, those who have expressed an interest in being Candidate Presidents have been granted a nomination form, a form for collecting signatures from members of the Movement (at least 5000 members), a form for collecting signatures from KPE members (at least 15% of the members). It is noted that the right to sign to support a candidacy is reserved exclusively for members of the Movement and each member can only sign for one nomination. In the event that a member’s signature is found on more than one candidate, it is noted that the signature will be canceled from all nominations.

The filing of nomination applications accompanied by the required signatures of KPE members or party members will take place on Monday, September 9, 2024 from 5:00 p.m. to 9:00 p.m. at the offices of the Movement (50 Charilaou Trikoupi). It is pointed out that in order to facilitate the checking of signatures, those interested in claiming the leadership of PASOK – Movement for Change should submit all the details of the signatures in paper form, as well as in electronic format (excel file).

Voting will be conducted on the basis of the National Electoral Roll, in which the register of members of the Movement will be integrated, in order to add a special marking next to its members. Each Prefectural Committee will be responsible for:

To find the polling stations in time, which should have a strong signal of the mobile phone company that will support the electronic system of connecting the polling stations with the central base.
For the appointment of electoral committees, as well as tablet operators, from volunteers who will offer to support the electoral process. The election commissions will be at least 3 members expanded by 1 representative of each candidate. In cooperation with the local Bar Associations, the local bodies must ensure that the positions of the Presidents of the Electoral Committees are filled as much as possible by people who have the legal status.
To secure the electoral material and the necessary electrical infrastructure for continuous charging of the devices (tablets).
For the collection of the results and the transmission of the voter statements to EDEKAP.
In order to ensure the smooth conduct of the electoral process, the following are necessary conditions and we request your immediate actions:

As already requested since 24/7/2024, the Secretaries of N.E. they must confirm from the competent bodies, the availability of the polling stations (electoral centers for the election of the President of the Movement in 2021) for the above dates and inform EDEKAP of their availability.
Those Secretaries N.E. have not sent a relevant notification, they are requested to have completed the binding of the Election Centers and therefore the notification of EDEKAP by Friday, August 30, 2024.

“Electoral Centers” means the places where voting will take place. “Electoral Divisions” means the “Electoral Commission” system and ballot box. One or more “Electoral Divisions” may be installed in an “Electoral Center”.

In parallel with the confirmation of the availability of the Election Centers, the process of finding volunteers who will offer to support the electoral process and staff the election commissions must begin. The electoral committees will be three members, who will be assisted by the representatives of the candidates (one from each candidate) and will consist of the Chairman, who will be sought to be a lawyer or a practicing lawyer or a Notary or a court clerk, the Secretary and the operator tablets.
Attached herewith is the volunteer form which all members of the electoral committees are asked to fill out and sign.

The search for operators (main and substitute), with the contribution of the Local Organizations, should be completed by Wednesday, September 4, 2024 at the latest, as the company’s 1st operator training is expected to take place on 11/9/2024. Until then, the Secretaries of the Prefectural Committees should send to EDEKAP the completed forms of the operators (main and substitute), as well as the status of the operators per Electoral Division.

The search for the remaining members (Chairman, Secretary) should be completed by Friday, September 13, 2024. Until then, the Secretaries of the Prefectural Committees should send to EDEKAP the completed forms and an overall statement of the members of the Electoral Committees per Electoral Division and Property (Chairman, Secretary, Operator).

The electoral process will be conducted based on the Electoral Centers-Divisions as they operated in 2021. In case it is judged that for the convenience of the voters and the smoothing of the process, the addition of an Electoral Center/Division to the existing ones is needed, the Secretaries of the N. E. as they send a relevant proposal to EDEKAP by Monday, September 2, 2024.
Finally, it was decided by EDEKAP on the website of PASOK – Movement for Change to have a distinct banner for the presidential elections with exclusive informational content (announcements, decisions, press releases, etc.), as well as the creation of an electronic address (email) edekap.ekloges2024 @pasok.gr for communication with the Commission”.
