JAKARTA, KOMPAS.com – The government improves the governance of the pre-employment card implementation. This is by issuing Presidential Regulation number 76 of 2020 concerning amendments to presidential regulation number 36 of 2020 concerning work competency development through the pre-employment card program.
As well as Regulation of the Coordinating Minister for Economic Affairs Number 11 of 2020 concerning Implementation Regulations of Presidential Regulation Number 36 of 2020 concerning Work Competency Development through the Pre-Work Card Program, as amended by Presidential Regulation Number 76 of 2020 concerning Amendments to Presidential Regulation Number 36 of 2020 concerning Competency Development Work through the Pre-Employment Card Program.
As is known, Article 10 of Perpres number 76 of 2020 states, in certain circumstances, registration of pre-employment cards can be done offline (offline) through ministries / agencies or local governments.

The particular circumstances referred to, among others, are due to limited telecommunications infrastructure and implementation of policies stipulated by the central government.
Deputy for Coordination of the Digital Economy, Manpower and Micro, Small and Medium Enterprises of the Coordinating Ministry for Economic Affairs, Rudy Salahuddin, said that prospective pre-employment card recipients must register themselves.
Either via the official pre-employment card website or via offline. The method of offline registration can be through the Ministry of Manpower or local governments, especially at the Manpower Office.
Rudy said the applicant must come personally and go directly to the agency. Then, fill out a form in which the form form is the same as the online registration form.

“From the request, then collectively collected by ministries / agencies and from the ministries / agencies will send a registration. After being approved by the minister of manpower (then) it was sent to the PMO so that later the PMO will confirm the determination of the pre-employment card participant candidates, ”Rudy explained during a virtual press conference, Friday (7/8/2020).
The government hopes that, through the pre-employment card program, direct benefits can be felt for workers who have been laid off and sent home due to the impact of the Covid-19 pandemic.
In addition, it is able to boost people’s purchasing power and consumption so that the government’s target for positive economic growth can be helped by this pre-employment card program.

“So that the aim of encouraging the purchasing power of workers can be and to boost the economy we can do it together,” said Secretary of the Coordinating Ministry for Economic Affairs Susiwijono.
