In practice, it should be enough to modify relatively simply only a few system registers, specifically as follows:

  1. Start your registry editor on the device where you want to install Windows 11

  2. You will then search for the address in the registers HKEY_LOCAL_MACHINESYSTEMSetupMoSetup

  3. Here you will create a new DWORD value and name it AllowUpgradesWithUnsupportedTPMOrCPU, but you must set the value to 1

  4. In the last step, you must restart your computer

After successfully restarting your entire computer, you can download a tool (such as the Media Creation Tool) to create a bootable DVD or flash drive with Windows 11. You can now upgrade to Windows 11 from your storage media, but your personal data should be preserved. The question then remains why Microsoft did not enable this feature from the beginning, or why it did not state the presence of the TPM chip only as a recommendation, when Windows 11 works without problems even on devices without a TPM.
