With the new mobility restrictions that have come into force in Catalonia this Monday, February 8 to stop the covid-19, the travel between regions will be restricted to situations of extreme need, which will make it essential to use the certificates of self-responsibility. During the last months, these documents have been introduced into the routine of Catalan citizens to justify travel despite the restrictions mobility. In order to obtain and download the receipt, you must enter the web that the Generalitat has enabled (available by clicking here). This page lists the three models self-responsible certificate of travel due to the covid health crisis: that of night travel, that of entering and leaving Catalonia and that of entering and leaving the region. Depending on the displacement to be justified, one of the three boxes is selected.
Night trips
In accordance with the decisions adopted by the governing bodies of the Procicat Action Plan through which public health measures are adopted to contain the pandemic in Catalonia, mobility after the curfew from 10 p.m. to 6 a.m.
Only people who can duly justify it may travel during the defined time slots. The reasons offered by this certificate of self-responsibility are:

Displacement of professional or accredited volunteer staff to perform essential, health and social services.

Care of pets and companion animals (in the hours of 4:00 a.m. to 6:00 a.m.).

Return to the home of educational centers and cultural activities and public shows.

Emergency healthcare, acquisition of pharmaceutical products for urgent reasons (the closest to home) and urgent veterinary assistance

Displacement to and from work, and those derived from work itself.

Return to the place of habitual residence.

Care of the elderly, minors, dependent people, disabled or especially vulnerable for reasons that cannot be postponed.

Urgent action before judicial bodies.

Cause of force majeure or other situation of justified need.
Entering and leaving Catalonia
The Procicat maintains the measure of restriction of mobility in the field of autonomous community. In other words, entry and exit from Catalan territory without just cause is prohibited.
In this case, reasons by which mobility can be allowed are the following:

Assistance to health and social centers, services and establishments.

Compliance with labor, professional, business, institutional or legal obligations.

Attendance at university, teaching and educational centers, including nursery schools.
-
Return to the place of habitual or family residence.
-
Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.

Travel to financial and insurance entities or supply stations in neighboring territories.
-
Required or urgent actions before public, judicial or notarial bodies.
-
Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed.
-
Taking official exams or tests that cannot be postponed.
-
Exercise of the right of demonstration and political participation.
-
Authorized national, international and professional sports competitions.
-
Circulation in traffic or freight transport.
-
Cause of force majeure or situation of need.
-
Any other activity of a similar nature, duly accredited.
Entry and exit from the region
With the new measures, within Catalonia, mobility has been expanded from municipal to county level during all week. The adaptations of the mobility restrictions that come into effect on Monday, February 8, will include the unification for the purposes of permitted mobility between Alt Urgell and Andorra.

Certificate operation
The procedure for completing the three certificates is the same. Once the necessary type of certificate has been selected, the web will open a form that asks for the data applicant’s personal. In addition, the date of displacement and reason that is appropriate to your situation from among the options listed as possible causes of displacement. If necessary, more than one option can be checked. It is necessary to specify both the direction source as well as destination.
